      新型职业农民创业是实施乡村振兴战略、推进农业农村现代化的重要引擎，对实现共同富裕具有关键支撑作用。基于 AHP层次分析法，构建了包含政策、资金、条件和服务支持 4个主评价指标及下属 16个子评价指标的层次结构模型。研究表明，新型职业农民创业主要受政策环境和资金条件的制约，其中宏观政策的导向作用、配套政策的激励效应以及家庭资本的支持力度是主要影响因素。鉴于此，从制度创新、金融支持、环境优化和服务保障 4个层面，提出促进新型职业农民创业的整合性策略框架，为相关政策制定和实践推进提供决策参考。

英文摘要:

      New-type professional farmers' entrepreneurship is an important engine to implement the rural revitalization strategy and promote agricultural and rural modernization, and plays a key supporting role in achieving common prosperity. Based on the analytic hierarchy process (AHP), this paper constructs a hierarchical structure model consisting of four main evaluation indexes (policy, funds, conditions and service support) and sixteen subordinate evaluation indexes. The research shows that the new-type professional farmers' entrepreneurship is mainly restricted by the policy environment and capital conditions, with the guiding role of macro-policies, the incentive effect of supporting policies and the support of family capital being the main influencing factors. Accordingly, this paper puts forward an integrated strategic framework to promote new professional farmers' entrepreneurship from four aspects: institutional innovation, financial support, environmental optimization and service guarantee, which provides decision-making reference for relevant policy formulation and practice implementation.
