      在全面推进乡村振兴的背景下，北京市“百千工程”对提升乡村发展质量和治理水平具有重要的实践意义。以北京市密云区生态型村庄金叵罗村为案例，基于实地调研与案例分析，对其在乡村建设与基层治理中的具体做法及成效进行系统梳理。在现阶段推进乡村振兴过程中，生态型村庄仍普遍存在产业支撑能力不足、要素整合效率偏低以及长效治理机制有待健全等现实问题。围绕上述问题，建议通过强化基层党建统筹作用，优化村庄产业结构，推进农文旅融合发展，引导多元主体协同参与，以增强乡村内生发展动力，提升乡村治理效能。金叵罗村的实践经验为完善“百千工程”实施机制、探索生态约束条件下乡村振兴的实现路径提供了现实参考。

      In the context of comprehensively advancing rural revitalization, Beijing's "Hundred Villages Demonstration, Thousand Villages Revitalization" (Hundred-Thousand Project) has significant practical value in improving the quality of rural development and governance. Taking Jinpoluo Village, an ecovillage in Miyun District, Beijing, as a case study, this paper conducts a systematic examination of its concrete practices and implementation outcomes in rural construction and grassroots governance, based on field investigation and case analysis. But at the current stage of rural revitalization, common challenges in ecovillage persist, including insufficient industrial support, low efficiency in factor integration, and the need to further strengthen long-term governance mechanisms. In response to these issues, strengthening Party leadership at the grassroots level, optimizing the village industrial structure, promoting the integrated development of agriculture, culture, and tourism, and encouraging the coordinated participation of multiple stakeholders can effectively enhance endogenous development capacity and governance effectiveness. The practical experience of Jinpoluo Village provides empirical reference for improving the implementation mechanisms of the Hundred-Thousand Project and for exploring viable pathways of rural revitalization under ecological constraints.
