      高质量发展是全面建设社会主义现代化国家的首要任务。立足北京市情农情，从宏观、微观2个层面和质量、效率、动能3个维度，阐释北京市农村集体经济高质量发展内涵。当前，北京市农村集体经济具有资产规模大但空间分布不均衡，新型农村集体经济组织的区域分化趋势日益加强、经营模式多样化的特点，北京市农村集体经济发展面临体制不顺、产业发展艰难、要素支撑不足、规范发展压力大等新的现实挑战。《中华人民共和国农村集体经济组织法》正式实施给北京市农村集体经济高质量发展提出更高要求，建议从党建引领、加强设计、深化改革、完善政策、优化路径、利益共享等方面精准施策，促进北京市农村集体经济高质量发展。

英文摘要:

      High-quality development is the primary task for building a modern socialist country in all respects. Based on the agricultural conditions of Beijing, this paper interprets the connotation of high-quality development of the rural collective economy in Beijing from both macro and micro levels, as well as three dimensions of quality, efficiency, and momentum. Currently, the rural collective economy in Beijing is characterized by a large scale of assets but unbalanced spatial distribution, an increasingly strengthened trend of regional differentiation among new rural collective economic organizations, and diversified management models. The development of Beijing's rural collective economy faces new practical challenges, such as unsmooth institutional mechanisms, difficult industrial development, insufficient factor support, and high pressure for standardized development. With the official implementation of the Rural Collective Economic Organization Law of the People's Republic of China, higher requirements are put forward for the high-quality development of the rural collective economy in Beijing. It is recommended to adopt targeted measures from six aspects: leadership of Party building, planning-first approach, deepening reforms, improving policies, optimizing paths, and sharing benefits, so as to promote the high-quality development of the rural collective economy and enable farmers to share the development achievements of the capital.
