生态涵养区林业赋能乡村振兴的实践研究——以北京市怀柔区为例

      怀柔区作为北京市重要的生态涵养区，其林业建设对推动乡村振兴意义重大。基于实地调研和数据资料分析，运用文献研究、咨询座谈等方法，对怀柔区林业赋能乡村振兴开展研究。怀柔区林业在推动乡村产业繁荣、营造宜居环境、提升基层治理效能、助力农民增收等方面成效显著。但也存在林业产业增收潜力挖掘不足、基层治理能力有待提升、人才队伍结构失衡、带动农民富裕能力有限等问题。针对问题，提出提升林业发展水平、强化政策引导、优化基层管理、探索生态产品价值实现路径、走差异化林业发展道路等建议，以期为怀柔林业赋能乡村振兴提供理论与实践参考。

英文摘要:

      As an important ecological conservation area in Beijing, forestry development in Huairou District plays a significant role in promoting rural revitalization. Based on field research and data analysis,this study employs literature review and consultation seminars to investigate how forestry empowers rural revitalization in Huairou. The research shows that Huairou's forestry sector has achieved remarkable results in promoting rural industrial prosperity, creating livable environments, enhancing grassroots governance effectiveness, and increasing farmers' incomes. However, challenges persist including insufficient exploitation of forestry's income-generating potential, room for improvement in grassroots governance capabilities, structural imbalance in professional talent teams, and limited capacity in driving common prosperity for farmers. To address these issues, the study proposes recommendations such as enhancing forestry development quality, strengthening policy guidance, optimizing grassroots management, exploring ecological product value realization pathways, and adopting a differentiated forestry development approach. These suggestions aim to provide both theoretical and practical references for leveraging forestry to empower rural revitalization in Huariou.
