| While achieving certain progress in the prevention and control of agricultural film pollution,there are still issues such as insufficient recycling efforts from production and sales enterprises, low enthusiasm among farmers for participating in recycling, and a relatively low overall resource utilization rate of waste agricultural films. In this regard, China has also initially established a system of agricultural film recycling and disposal system, but there are problems such as unclear responsibilities, barriers in system integration, alienation of incentive system, insufficient or even absent legal liabilities, lack of information disclosure system and insufficient public participation in the construction of the system. In view of this, the main responsibility should be clarified from the scope of the system, to ensure the internal and external connection of the system, improve the incentive system, improve the legal responsibility constraints, improve the information disclosure system and the public participation system in several aspects, improve the agricultural film recycling and disposal system. |
