      All-encompassing approach to food is a scientific theory for ensuring national food security and building up China's strength in agriculture in the new era. Adopting and practicing allencompassing approach to food is a strategic arrangement to adapt to the trend of agricultural development in China and improve the quality of food supply. All-encompassing approach to food generated on the process of Chinese path to modernization is the extension and expansion of the traditional food concept,the embodiment of people's aspiration for a better life and the important content of promoting agricultural modernization. All-encompassing approach to food is intrinsically consistent with the basic meaning and main features of Chinese path to modernization. It aims to ensure food security under a huge population,promote the rejuvenation of rural industries, promote the integration of material wealth and spiritual wealth, strengthen the construction of ecological civilization, and demonstrate China's wisdom and China's plans. To practice all-encompassing approach to food on the new journey, it is important to deepen the agricultural supply-side structural reform to activate endogenous forces, strengthen innovation in the field of science and technology to consolidate the foundation of food security, and implement ecological and environmental protection measures to improve agricultural production security.
