北京市农村人居环境整治困境解析与对策研究

      建设生态宜居美丽乡村是乡村振兴的关键所在，是提升乡村发展质量的重要保障。在社会主义新农村建设、美丽乡村建设和乡村振兴战略等政策的持续支持下，北京市在生活垃圾处理、厕所改造、污水治理、村庄绿化美化、清洁能源利用等农村人居环境整治工作中取得了显著成效。然而，也存在城乡建设水平差距较大、项目建用匹配性不强、传统风貌特色不断消失、管护机制不完善等现实困境。建议从补齐农村人居环境建设短板、重新审视人居环境治理理念、科学推进农村人居环境整治问题和完善长效管护机制等角度开展工作，进一步改善北京农村人居环境。

英文摘要:

      Ecological livability is the key to rural revitalization and an important guarantee to improve the quality of rural development. With the continuous support of policies such as new countryside construction of socialism，construction for glorious countryside, and the rural revitalization strategy, significant achievements have been made in the construction of rural living environment in Beijing from the perspectives of rural sewage treatment, garbage treatment, toilet renovation, village greening and beautification,clean energy utilization and so on. However, there are also shortcomings in the infrastructure construction gap of urban and rural living environment, weak matching of project construction and application,disappearance of rural characteristics and styles, and imperfection of management and protection mechanism. It is recommended to focus on addressing the shortcomings of rural residential environment construction, re-examining the concept of living environment governance, establishing and improving long-term management and protection mechanisms to further improve rural living environment.
