      村级党组织是党在农村的执政基础，是农村各项建设事业的领导核心，是乡村振兴的政治保证和组织保证。近年来，北京市昌平区高度重视软弱涣散村党组织整顿工作, 通过精准施策、综合发力，持续推进相关村整顿提升，取得一系列实效，但仍存在党组织凝聚力战斗力较弱、组织生活不规范、“两委”干部能力素质较低、村级人才后备力量不足等问题。为此，提出聚焦工作机制、整合各方力量，聚焦党建引领、提升整体效能，聚焦支部建设、补足精神之钙，聚焦基层实际、提高能力水平，聚焦问题导向、解决突出问题，聚焦人才建设、充实后备力量等六个方面的意见建议。

英文摘要:

      The village-level Party organizations serve as the governing foundation of the Party in rural areas, the leading core of various construction undertakings in rural areas, and the political and organizational guarantee of rural revitalization. Over recent years, Beijing Changping district has attaches great importance to the weak and lax party organization rectification work and constantly strove to promote the relevant village rectification through the precise policy and comprehensive force, achieving a series of fruitful results. However, over the course of rectification, it can be found that there are still problems including weak party organization cohesion combat effectiveness, loose implementation of the organizational system, lack of improvement of the "two committees" cadres ability and quality, as well as insufficient village talent reserve force. To this end, suggestions are put forward from six aspects as follows:focusing on the work mechanism to integrate all forces, concentrating on the guidance of party building to improve the overall efficiency, strengthening branch construction to supplement spiritual calcium,focusing on grassroots reality to enhance the capacity level, sticking to problem orientation to solve prominent problems, and working on the construction of talentst o enrich the reserve force.
