      社区志愿服务在基层治理过程中的地位和重要性日益凸显，党员干部下沉社区服务有助于激发基层治理新活力。以湖北省黄石市D镇下辖的10个农村社区作为研究对象，通过实证调查与分析发现，党员干部下沉社区能高质量推进基层治理现代化，但还存在下沉力量不足、管理不够完善等不可忽视的问题，建议从监督管理、服务载体、志愿服务事项等方面采取更为有效的措施，提升下沉党员参与农村社区治理的服务质效。

      The status and importance of community voluntary service in the process of grass-roots unit governance is becoming increasingly prominent, and communities of party members and cadres serving rural communities contribute to stimulate the new vitality of grass-roots unit governance. Taking 10 rural communities under the jurisdiction of D Town as the research object, it is found that party members and cadres serving communities can promote the grass-roots governance modernization with high quality through survey investigation and analysis, but there are also non-negligible problems, such as insufficient party members and cadres and imperfect management. It is suggested that more effective measures should be taken containing supervision and management, service carrier and voluntary service to improve the service quality and effectiveness of party members participating in rural community governance.
