城乡土地增减挂钩政策执行中的创新模式研究——以广西“河村模式”为例

      The policy of linking the increase in land used for urban construction with the decrease in land used for rural construction not only ensures the total amount requirement of arable land, but also solves the problem of lack of urban construction land. “Hecun model” in Guangxi demonstrates the innovative model in implementing the policy of linking the increase in land used for urban construction with the decrease in land used for rural construction, which has promoted the construction of rural collective economy, and achieved the case of sustainable development of rural areas. By exploring the innovative mechanism of implementing the policy of the increase with the decrease in land, this paper finds that the policy implementers make full use of the “flexible space” in the process of interaction with the target groups, which helps to realize the innovation of policy implementation in rural development and improve the results.
