      乡村振兴，人才是基石，乡土人才已然成为推动乡村振兴的重要力量。目前泰州市乡土人才参与乡村治理取得一定成效，但也存在着乡土人才外流日趋严重、乡土人才综合素质不高、乡土人才价值难以彰显、乡土人才制度尚不健全等问题。提升乡土人才参与乡村治理实效，需要从优化引才体系、丰富培养形式、强化产业引领、构建服务体系等方面，因地制宜提升乡村治理水平。

      Talents are the cornerstone of rural revitalization, and local talents have become important power to promote rural revitalization. At present, local talents in Taizhou have achieved some results in participating in rural governance. However, there are some problems such as the increasingly serious outflow of local talents, the low comprehensive quality of local talents, the difficult to highlight the value of local talents, and the imperfect local talent system. To improve the effectiveness of local talents’participation in rural governance, it is necessary to improve the level of rural governance according to local conditions from the aspects of optimizing talent introduction system, enriching training forms, strengthening industrial guidance and building service system.
