      山东省邹城市大束镇时枣行村通过改革试点，率先完成了股份合作制改革，先后成立了旅游、劳务与特色种植合作社，实现了集体经济的发展。尽管改革成效显著但仍存在一些问题，如集体股权设置不够规范、成员的股份权能未充分实现，集体经济的实现形式缺乏创新等。针对问题提出相应的对策建议:从全国层面来看，要加快对农村集体经济组织的立法，及时制定相应的政策法规保障农民的财产权益；从地方层面来看，要合理规范集体经济组织的股权设置，形成有效激励机制，广泛带动群众探索创新农村新型集体经济的实现形式，进而为改革的深入推进带来更大的原生动力。

      Shizaohang Village Dashu Town Zoucheng City in Shandong took the lead in completing the reform of joint-stock cooperative system, and established tourism, labor service and characteristic planting cooperatives successively, realizing the development of collective economy. Although the reform has achieved remarkable results, there are still some problems, such as the setting of collective shares is not standardized enough, the rights and powers of members are not fully realized, and the realization form of collective economy is lack of innovation. At the national level,it is necessary to speed up the legislation of rural collective economic organizations and formulate corresponding policies and regulations in time to protect farmers’ property rights and interests. At the local level, it is necessary to reasonably standardize the equity setting of collective economic organizations, form effective incentive mechanism, and widely drive the masses to explore and innovate the realization form of rural new collective economy, so as to bring greater original power for the in-depth promotion of reform.
