基于权力清单的村干部监督模式研究——以北京市延庆区和浙江省宁海县为例

      权力清单是推进村干部监督管理的创新型工具，对于强化以“三治融合”为核心的乡村治理体系具有较好的应用价值。课题组通过对北京市延庆区农村小微权力监管方式进行专题调研，发现其主要存在内容不匹配、方式不协调、反馈不一致等问题，同时与浙江省宁海县的权力清单制度进行了四个维度的对比分析。并以此为基础，针对北京郊区农村的实际情况，提出从建立制度、规范管理、党建引领、多元参与、强化监督等五个方面完善农村基层干部监督模式的政策建议。

      Power list is an innovative tool to promote the supervision and management of rural cadres,and has good application value for strengthening rural governance system with“ integration of three rules”as the core. Through the thematic research on the rural micro-power supervision mode in Yanqing district in Beijing, this paper analyzes the problems such as mismatched content, uncoordinated approach and inconsistent feedback. Meanwhile, it conducts comparative analysis of four dimensions with the power list system of Ninghai county in Zhejiang. Based on this, in view of the actual situation in Beijing suburbs, it puts forward some policy suggestions to improve the supervision mode of rural cadres at the grassroots level from five aspects: establishing system, standardizing management, leading party building, diversifying participation and strengthening supervision.
