      贵州省农村集体经济组织存在组织运行机制不健全、资产管理水平低和激励机制不完善的情况。作为特别法人的农村集体经济组织可以参考营利法人搭建法人治理结构，根据运作模式及发展水平的高低对成员的界定采取类型化方式，引入科学的政绩考核机制、组建薄弱村帮扶机制，以建立完备的监督机制与激励约束机制。通过立法明确农村集体经济组织的法律规则和多元化的问题，将有效推进农村集体产权制度改革、加快农业现代化建设和乡村振兴战略的实施。

      There are some situations in rural collective economic organizations in Guizhou province where the organization operation mechanism is not perfect, the asset management level is low and the incentive mechanism is not perfect. As a special legal person, rural collective economic organizations can build corporate governance structure by reference to profit-making legal persons, adopt a typed way to define the members according to operation mode and development level, introduce scientific performance appraisal mechanism, and set up weak village support mechanism, so as to establish complete supervision, incentive and restraint mechanism. Clarifying the legal rules and diversification of rural collective economic organizations through legislation will effectively promote the reform of rural collective property rights system, accelerate the construction of agricultural modernization and the implementation of rural revitalization strategy.
