      在乡村振兴战略规划和实施过程中，存在农民被 “挤出”的现象，具体表现在农民的主体地位被忽视、农民的意愿没有得到尊重、农民的权益受到侵害。上述现象如得不到重视并加以解决，将对乡村振兴战略的实施形成掣肘，影响“三农”相关问题的推进。因此，需要明确农民在乡村振兴战略中的主体地位，充分尊重和听取农民的意愿，切实保障好、维护好农民的合法权益，回归实施乡村振兴战略的初心和本原，以顺利推进乡村振兴战略的整体规划实施。

      In the process of planning and implementation of rural revitalization strategy, there is the phenomenon that farmers are “squeezed out”, which is embodied in the neglect of farmers’dominant position, the lack of respect for farmers’will, and the infringement of farmers’rights and interests. If the above problems are not paid attention to and solved, it will hinder the implementation of rural revitalization strategy and affect the promotion of “agriculture, rural areas and farmers”related issues. Therefore, it is necessary to make clear farmers’dominant position，fully listen to and respect farmers’will, effectively safeguard and protect farmers’rights and interests, and eventually return to the initial intention andorigin of implementing rural revitalization strategy，so as to smoothly promote the overall planning and implementation of rural revitalization strategy.
