      新冠肺炎疫情以其难以预见性、暴发突然性和蔓延迅速性，对人民群众的身体健康和社会的平稳运行形成了强大冲击，也凸显了突发公共卫生事件威胁不特定广大人群的公共性。文章通过阐述农村社区防控新冠肺炎疫情中出现的痕迹主义行为和“一刀切”作风等问题，分析了此类问题在我国农村特色治理制度中，特别是在行政层级责权利不对称样态下，农村社区治理主体围绕上级“中心工作”而工作的运作模式中出现的原因，并在此基础上尝试构建起权限明晰、体系健全、措施优化和思维塑新的农村社区防控突发公共卫生事件长效机制。

英文摘要:

      COVID-19, with unpredictability, sudden outbreak and rapid spread, has formed a strong impact on the health of the people and the stable operation of the society. It also highlights the public nature that public health emergencies threaten non-specific masses of people. By expatiating such problems as the trace of behavior and style of“ one size fits all” in COVID-19 prevention and control in rural community, this paper analyzes the causes in the governance system with China’s rural characteristics, especially in the asymmetric form of administrative hierarchy, and the superior“ center work” operation pattern of rural community governance body. On this basis, this paper tries to build up long-term mechanism of public health emergencies prevention and control in rural community with clear authority, sound system, optimized measures and innovative thinking model.
