After the 19th National Congress of the Communist Party of China (CPC) puts forward rural revitalization strategy, a large amount of public resources have input rural areas. The form of project resources going to the countryside has certain preferential and competitive nature, which is favored by local government. By analyzing the relationship among government, enterprises, villages, villagers, village cadres and other stakeholders in the process of project resources going to the countryside, it is found that there are decision-making information distortion risk, resource loss risk, project failure risk and rural primary-level governance ecology imbalance risk in resource allocation. It is proposed to avoid risk from the aspects of perfecting information collection and feedback mechanism, establishing supervision and management system, introducing participatory development project management, and reshaping rural primary-level governance order, so as to effectively achieve public resources going to the countryside and shape good rural primary-level governance ecology. |
