      社会参与能够有效弥补“互联网 + ”农业科技服务发展中的政府与市场失灵。运用 SWOT-PEST组合模型，从内外部环境分析社会力量参与 “互联网 + ”农业科技服务的优劣势，发现社会力量参与 “互联网 + ”农业科技服务在政治、经济、社会、技术方面拥有诸多机会，也面临不少挑战。对此，应该注意促进社会力量内外部环境联动，抓住机遇，迎接挑战，优化其参与“互联网 + ”农业科技服务的环境。

      Social participation can effectively make up for the failure of government and market in the development of“Internet+”agricultural science and technology service. This paper analyzes the advantages and disadvantages of social forces participating in “Internet+”agricultural science and technology service from internal and external environment by using SWOT-PEST model. It is found that there are not only many opportunities in political, economic, social and technical aspects, but also many challenges. In this regard, it is suggested for social forces to seize opportunities and meet challenges, so as to optimize internal and external environment of “Internet+” agricultural science and technology service.
