      美丽乡村建设作为中国乡村振兴战略的重要组成部分，是解决我国乡村发展难题的重要突破口。当前美丽乡村建设取得了一定成绩，但也存在很多问题。通过调研，发现河南省扶沟县在推进美丽乡村建设过程中，存在重管治轻服务、基层责任意识缺失、村民参与意识不强、现有资源难以支撑建设等问题。需要突破固有思维限制，从新公共服务的角度，分析新公共服务理论与美丽乡村建设之间的内在联系，并从思想意识、治理模式、制度建设以及资源配置等层面探索助力当地美丽乡村建设的现实路径。

      As an important part of China's rural revitalization strategy, beautiful countryside construction is an important breakthrough to solve rural development problems. At present, some achievements have been made in beautiful countryside construction, but there are still many problems. Through investigation, it is found that in the process of promoting beautiful countryside construction in Fugou Henan, there are some problems such as attaching more importance to governance than to service, lack of responsibility consciousness at the grass-roots level, the villagers' weak awareness of participation, the existing resources being difficult to support the construction and so on. Therefore, it is necessary to break through the inherent thinking limit, analyze the internal connection between the New Public Service Theory and beautiful countryside construction from the perspective of new public service, explore the realistic path of local beautiful countryside construction from the perspectives of ideology, governance model, system construction and resource allocation.
