      有序推进撤村建居是城市化进程中维护和发展农民权益、化解社会风险和矛盾的迫切要求。当前，北京市撤村建居面临着撤村建居条件不完善、户籍改革不到位、集体资产处置和社保费用趸缴极不合理、民生事务缺衔接、公共管理服务滞后等问题。推进撤村建居需要制定撤村建居统一政策，及时优化调整撤村条件，全面停止征地转非，强化集体经济组织建设，彻底改变“逢征必保”政策体系，强化政府公共职责。

      It is an urgent requirement to orderly promote dismantling villages and setting up urban communities to protect and develop rural people's rights and interests, to resolve social risks and contradictions in the process of urbanization. Currently, Beijing is faced with such problems as imperfect conditions for dismantling villages and setting up urban communities, implemented household registration reform, unreasonable disposal of collective assets and payment of social security fees, unconnected livelihood affairs of people, backward public management services. After expounding the necessity and importance of promoting dismantle villages and setting up urban communities, this paper makes six policy suggestions such as formulating a unified policy, optimizing and adjusting the conditions timely, completely stopping the implementation of changing from rural residents to urban residents in land expropriation, strengthening the construction of collective economic organization, completely changing the policy system of “land expropriation should be protected”, strengthening the government's public responsibility.
