      深入推进 “街乡吹哨，部门报到 ”工作需要农村基层党组织培养更多 “枢纽型 ”人才。通过对北京怀柔区和门头沟区等地党建助理员和乡村振兴协理员进行专题调研，发现农村基层党组织人才培养存在重形式轻评估、重制度轻机制、重业务轻意识等问题，建议从标准化课程、全域化师资、规范化流程、交互化平台、长效化管理等五个方面开展人才培养系统工程建设，从而更好地为京郊农村社会事业发展服务。

      To further promote the work of "street and township whistle, department report" , rural primary-level Party organizations need train more "hub-type" talents. Through the special investigation of Party building assistant and rural revitalization assistant in Huairou District and Mentougou District in Beijing, it is found that in talent cultivation of rural primary-level Party organizations, there are three main problems that form is more important than evaluation, system is more important than mechanism, business is more important than awareness. Therefore, it is suggested to carry out systematic engineering construction from five aspects of standardized curriculum, whole-area teachers, standardized process, interactive platform and long-term management, so as to better serve the development of rural social undertakings in the suburbs of Beijing.
