      The National Vocational Education Implementation Plan was interpreted from the students development system, the mechanism of teachers training, access to resources and school running idea. We found internal logic and evolution law of national vocational education policy development. The development trend of the vocational education policy was falling, industry type, internationalization, entrepreneurial and innovative type.
