      The realization of orderly governance in urban and rural areas is an important part of the modernization of the national governance system and governance capacity. The " Sub-District Offices and Township Governments Whistle, Agencies Report for Duty" reform initiated by Beijing has explored a new way for the social governance of super-large cities in the new era. The key to this reform is to handle the relationship among " empowerment", " sinking" and " increasing efficiency". Through accountability and empowerment to optimize functions, we should establish a comprehensive law enforcement platform, guide " double registration" of working party members of the community and district units, effectively concentrate governance efforts, gradually build a simple and efficient grassroots management system, and further promote the grassroots governance in the capital city more regular, permanent and scientific.
