      以第一书记为代表的嵌入性村干部对于共治时代乡村治理具有不可替代的作用。通过调查第一书记群体的总体情况，发现其普遍存在群众工作知识薄弱和农村工作技能缺乏的现象。为此，以知识共同体理论和情境学习理论为基础，建构适合第一书记知识更新和技能提升的锥形课程体系(沙漏模型)，以此指导 5年的培训实践活动，并对第一书记知识共同体的发展方向进行展望。

英文摘要:

      The outside village cadres represented by the first secretary, play an irreplaceable role in the governance of the local villages in the era of co-governance. Through the investigation of the general situation of the first secretary group, it is found that they generally lack experiences in communicating with the local farmers, and are not good at rural working skills. Based on the theory of knowledge community and the situational teaching method, it shows that the teaching method of hourglass model is suitable for outside village cadres to advance their own knowledge and rural working skills. It help us guide the training practice activities for 5 years, which has the prospective results in the construction of knowledge community for the outside village cadres.
