      特色小镇是推进产业转型升级与新型城镇化的创新经济模式。特色小镇的概念界定从分化趋于统一，建设规划实效以浙江省最为突出，其他省份亦各有地域特色。河北省特色小镇的建设与规划呈现类型分布不均、特色产业不强、运作模式单一、建设资金短缺等诸多困局，应把握京津冀协同机遇，优化资源配置，突出规划引领、强化特色产业、多元主体融合运作、创新融资方式，优化特色小镇发展路径。

      The characteristic town is an innovative economic mode in promoting the industrial transformation and upgrading and the new-type urbanization. The definition of the characteristic town shows a trend from differentiation to unity, and Zhejiang Province construction of the characteristic towns is most effective, while other provinces have formed their own features. The construction of characteristic towns in Hebei Province have presented the features of uneven distribution of types, weaken of characteristic industries, single mode of operation, shortage of construction funds. Hebei Province should grasp the opportunity of Beijing-Tianjin-Hebei coordinated development, optimize resource allocation, highlight the leadership of planning, strengthen the characteristic industry, diversify the integration operation, create new ways of financing, and finally optimize the development path of characteristic towns.
