北京市昌平区精准扶贫典型案例研究

      脱贫攻坚成为中国全面建成小康社会的底线任务和标志性指标。北京市昌平区拥有60%的山区面积，一些镇仍然有低收入村和大量的低收入户。经过近几年不断加快推进精准帮扶政策贯彻落实，昌平区精准扶贫工作取得了扎实的成效。分析产业发展帮扶、资产收益帮扶和社会力量帮扶三个典型案例，找出昌平区精准扶贫存在产业培育见效慢，低收入户老龄化现象严重、文化素质不高等问题，对昌平区精准扶贫工作提出对策建议。

      After General Secretary Xi Jinping put forward the Strategy of Targeted Poverty Alleviation for the first time in 2013, the targeted poverty alleviation has become the baseline task and the landmark index of building an all-round moderately prosperous society. The mountainous area accounts for 60% of total area in Changping District of Beijing and there are still so many low-income groups in some towns. After recent years of implementing these policies of targeted assistance, Changping District has obtained remarkable achievements on targeted poverty alleviation. We selected a few of typical cases from the research results of industry development-orientated poverty reduction, asset income-orientated poverty reduction and social force-orientated poverty reduction, such three cases as mushroom planting in Heishanzhai, rural land transformation in Yanshou Town, spring pancake in Kangling. On the basis of analysis of existing problem and reasons, we propose six corresponding countermeasures and suggestions about targeted poverty alleviation in Changping District.
