      当前旅游精准扶贫法治化存在规范体系尚未建立健全、人治化元素依然存在、监督制约和绩效管理机制未能充分发挥作用等不足，应当建立健全旅游精准扶贫领域相关法律法规，夯实旅游精准扶贫法治化基础，借力农村法治社会建设及治理现代化，锻造具备法治思维和能力的旅游精准扶贫“铁军”，明确旅游精准扶贫中的公权力与私权利边界，配套有效的监督制约机制，强化法治对旅游精准扶贫实施的激励作用，充分调动各参与主体内生动力，进而有针对性地提升新时代旅游精准扶贫法治化，为确保脱贫攻坚目标如期实现夯实法治基础。

      At present tourism targeted poverty alleviation legalization has not yet established a sound standard system, human governance elements still exist, supervision, restriction and performance management mechanism has not fully played its role. Therefore, relevant laws and regulations on targeted poverty alleviation through tourism should be established and improved, the law-based foundation for targeted poverty alleviation through tourism should be strengthened, an iron army of targeted poverty alleviation through tourism with legal thinking and ability should be forged with the help of rural legal society construction and governance modernization, the boundary between public and private rights in targeted poverty alleviation through tourism should be clarified, effective supervision and restriction mechanism should be supported, and the rule of law to stimulate the implementation of targeted poverty alleviation through tourism should be strengthened, and then the endogenous power of the participants should be fully mobilized. In this way, targeted poverty alleviation through tourism in the new era can be enhanced and the foundation of the rule of law can be strengthened to ensure the goal of poverty alleviation on schedule.
