      “三农”问题在中国的经济社会中占有举足轻重的地位，而解决“三农”问题离不开农村金融的参与与扶持。农村信用合作社作为农村金融系统中的重要组成部分，其转制直接关系到农村资金关系的运转。农村信用社改制为农村商业银行是当前的主要趋势，从2003年农村信用社改革前后的发展脉络入手，厘清我国农村信用社在转制改革中出现的几种典型问题，并针对性地提出相应的意见建议，将有助于稳步构建省级统一法人农村商业银行，从而推动农村经济的发展。

英文摘要:

      "Three issues of agriculture" plays a decisive role in the economic and social sectors of China. The solution to "Three issues of agriculture" is inseparable from the participation and support of rural finance. As an important part of the rural financial system, the rural credit union is directly related to the operation of the rural capital relationship. The reform of rural credit union for rural commercial bank is the main tendency, only starting from the development of 2003 before and after the reform of rural credit union, several typical problems clarify China's rural credit union in the transformation in the reform, and put forward the corresponding opinions and suggestions, in order to steadily build the unified body of rural commercial banks, thus to promote the development of rural economy
