      2015年1月29日，北京市第十四届人民代表大会第三次会议通过了《北京市居家养老服务条例》(以下简称《条例》)，围绕《条例》的实施情况我们进行了一次调查。结果显示，居家养老的形式的确广受欢迎，但《条例》的“知名度”不高，居家养老服务体系基本形成。《条例》实施中存在认识不够到位，居家养老服务体系发展不平衡，居家养老服务的信息化程度不够高等问题。为此，应加强宣传，平衡发展居家养老服务体系的各项内容，将子女的赡养义务和居家养老服务齐头并进，构建高效的信息网络平台，努力调动公民的民主自治积极性，广泛运用志愿者服务，探索建立为老年人志愿服务时间储蓄和激励机制，发展社区家庭医生式服务，积极开展政策性长期护理保险试点。

英文摘要:

      On January 29th of 2015, the Ordinance on the Home-based Care Services in Beijing (hereinafter referred to as“ The Ordinance”) was passed at the third meeting of the fourteenth Beijing Municipal People's Congress, which is the first local regulation for home-based care services in China. The adoption of The Ordinance is marking that the model of home-based care services will be developed with the acceleration in Beijing, with the leading, promoting and protecting of the rule of law. From the survey data, we can draw up seven conclusions. There are at least five problems in the implementation of the Ordinance. In order to facilitate the implementation of this Ordinance, we therefore put forward eight ideas.
