供给侧改革下的农业技术推广问题研究——基于全要素生产率视野

      农业是国民经济的基础，如果农业的发展始终落后于工业，就难以承受经济新常态背景下人口消费和社会经济转型发展的重任。在全要素生产率视野下，结合目前国家倡导的产业供给侧改革，促进农业快速发展的因素已转化为科技进步，其中农业技术推广尤为重要。但我国目前在农业技术推广中存在着留守农村人口结构不合理、农业科技成果转化率低、农技推广人员总体素质不高、专项资金不足等问题，制约着农业技术的推广。要摆脱这些困境，需要从构建新型农业生产模式、加快农业信息化建设、增加培训投资、健全各项财政制度等方面采取措施，从而促进农业的快速健康发展。

英文摘要:

      Agriculture was the foundation of the national economy, if the development of agriculture always lagged behind the industry, the task of the development of the population consumption and social economic transformation were unbearable under the new normal economic background. In this paper, based on the perspective of total factor productivity, combined with the current state of the reform of the supply side, the factors that promoting the rapid development of agriculture had been transformed into scientific and technological progress, and the promotion of the agricultural technology was particularly important. But, through the study, we found that during the agricultural technology promotion, the structure of the rural population was not reasonable, the agricultural scientific and technological achievements conversion rate was low, the special funds was not enough. These problems restricted the extension of the agricultural technology. To get rid of these difficulties, we need to take some steps, such as construct a new mode of agricultural production; speed up the construction of the agricultural information; increase the training investment; improve the financial system, and promote the rapid and healthy development of the agriculture.
