      The development of underdeveloped regions was one of the key and difficult issues in the new rural construction. Based on the regional characteristics of undeveloped areas, poverty alleviation and new rural construction was combined. And principle was inductived by discussing difference and connection of them. Combining with an instance of construction to the Maluoqiao village, practical significance of the new rural construction assisted by poverty alleviation was further interpretated, in order to provide reference to the new rural construction in undeveloped areas of China
